The Municipal Research & Services Center (MRSC)
MRSC has a wealth of helpful information about all kinds of local government issues. They are not necessarily on the leading edge of best practices, but they definitely put 'wisdom' in 'conventional wisdom'.

The Revised Code of Washington (RCW)
This is THE compilation of State Law. It is easily searchable. If you search the MRSC site and here for any subject you will quickly find the legal requirements associated with that subject.

Washington State Department of Community, Trade & Economic Development (CTED)
Growth Management Services
This is not an easy site to get around but it still has lots of information relevant to planning and the Growth Management Act.

The Local Government Commission's Center for Livable Communities
